seems to have shifted from a 'culture of control' (David Garland) to a
'culture of suspicion' (Richard Ericson). In this seminar, this
culture of suspicion is explored in relation to the practice of
surveillance and the notion of 'suspicious packages'. Analysing images
and materials from media reports and government campaigns, the paper
discusses the constitution of 'suspicious' mail packages as
'dangerous' objects and its consequences. While government campaigns
may have tried to turn the public into both police and suspects, many
artists have become vanguards in the resistance movement against
surveillance.</font></div>
